USFEC / OKV — Unitary Core: ontology–method spine + governance hardening

This deposit contains the Unitary Core volume of the USFEC/OKV package (Release 1.0.1). It provides the ontological and semantic spine (form-history → WQO/Kruskal discipline → factification → operational time → canon/archive/boundary → stop→repack). Release 1.0.1 is a semantic-stability patch: it hardens governance without adding new numerics, including (i) an explicit external arena requirement (prevents internal-only audit laundering), (ii) must-keep/Core(I) change enforcement as a drift event with mandatory re-runs, and (iii) preregistered systematics envelope discipline (forbids post hoc inflation). The companion verification harness is provided as a separate deposit.
