
Madaniy-ma’naviy rivojlanishning eng muhim poydevori-ta’lim tizimidir. Chunki zamon talablariga javob bera oladigan, ilg’or fan tehnika, texnologiya yutuqlarini egallab olgan qadrlarni yetishtirmasdan jamiyatni yuksaltirib bo’lmaydi. Shu xususda gap ketar ekan, avvalo, Birinchi Prezidentimizning “Ta’lim to’g’risida”gi qonunni qabul qilishi, ta’lim tizimiga katta e’tibor qaratilganlikning yorqin misolidir. Ushbu qonun 1992-yil 2-iyulda qabul qilindi. Bu dasturamal hujjatda ta’lim sohasidagi davlat siyosatining asosiy tamoyillari, ta’lim tizimi, uning boshqaruv tarkibi, pedagog xodimlarning burch va mas’uliyatlari aniq belgilab berildi. 1992-yildagi qonunga muvofiq umumiy ta’lim quyidagi bosqichlar bo’yicha amalga oshirila boshladi.
