Abstract

Après la loi de Moore : vers une gouvernance thermodynamique de la puissance de calcul Pendant plus de cinquante ans, l’évolution de l’informatique a été guidée par la loi de Moore, selon laquelle la densité des transistors doublait régulièrement, entraînant une augmentation quasi automatique de la puissance de calcul. Ce modèle, fondé sur la miniaturisation continue du silicium, a permis des progrès spectaculaires mais repose désormais sur des hypothèses physiques et énergétiques devenues obsolètes. Ce document analyse le basculement en cours vers une ère post-Moore, dans laquelle la performance n’est plus une conséquence mécanique de la technologie des transistors, mais le résultat de choix architecturaux, de spécialisations matérielles et de compromis thermodynamiques explicites. Dans ce nouveau contexte, la puissance brute ne garantit ni la stabilité, ni la fiabilité, ni la soutenabilité des systèmes numériques avancés. L’article met en évidence un point aveugle majeur du débat actuel : l’absence de cadre explicite de gouvernance thermodynamique du calcul. Il montre que l’augmentation non gouvernée de la puissance tend à amplifier la dissipation énergétique, la dispersion informationnelle et l’instabilité décisionnelle, en particulier dans les systèmes d’intelligence artificielle à grande échelle. En réponse, le texte introduit la Loi E, un cadre opératoire visant à évaluer et gouverner la performance utile des systèmes de calcul à partir de leur coût thermodynamique et informationnel. Cette approche s’inscrit dans une logique dite governance-before-scale, selon laquelle les principes de régulation, de stabilité et d’efficience énergétique doivent être définis avant toute montée en puissance. Ce travail s’adresse aux chercheurs, ingénieurs, décideurs publics et industriels impliqués dans l’architecture des systèmes de calcul, l’intelligence artificielle et la soutenabilité énergétique du numérique.
