Abstract

Resumo: A sub-representação feminina nos espaços de poder e decisão no Brasil constitui uma forma silenciosa, porém profunda, de violência estrutural de gênero. Embora as cotas de gênero tenham promovido avanços tímidos na ocupação de espaços políticos, essas medidas ainda são insuficientes para romper com as barreiras existentes. A persistente desigualdade de gênero nos espaços de poder no Brasil reflete um arranjo estrutural onde o patriarcado e o capitalismo se entrelaçam para limitar a autonomia e a atuação política das mulheres. Ainda que o discurso da igualdade esteja presente nas normas institucionais e democráticas, a realidade revela profundas distorções, sendo 18% das cadeiras da Câmara dos Deputados ocupadas por mulheres (Sant’anna e Engler, 2025), e no Poder Judiciário, instância que deveria zelar pela equidade constitucional, a presença feminina em cargos de cúpula é ainda mais escassa e é frequentemente tratada como exceção e não como regra. Essa disparidade não é neutra: reflete o legado de uma longa história de exclusão das mulheres da vida pública. O sistema capitalista, desde suas origens, relegou às mulheres a esfera privada, responsabilizando-as pelo trabalho reprodutivo, emocional e doméstico, sem remuneração e sem reconhecimento. Diante desse cenário,o presente trabalho tem como objetivo refletir criticamente sobre as raízes dessa exclusão e defender que a luta por igualdade de gênero passa, necessariamente, pela transformação das estruturas sociais, políticas e econômicas abordando a interseccionalidade da autora Silvia Federici. A pesquisa adota o método dedutivo e de natureza bibliográfica e é realizado de forma teórico-descritivo. Destaca-se a urgência de mecanismos que superem barreiras simbólicas, econômicas e partidárias nas diversas esferas de poder institucional, incluindo os poderes Executivo, Legislativo e Judiciário. Conclui-se, portanto, que ampliar a presença feminina em cargos de liderança é fundamental para a efetivação dos direitos das mulheres e para a democratização do poder institucional. Abstract: The underrepresentation of women in positions of power and decision-making in Brazil constitutes a silent but profound form of structural gender violence. Although gender quotas have promoted tentative advances in the occupation of political spaces, these measures are still insufficient to break down existing barriers. The persistent gender inequality in positions of power in Brazil reflects a structural arrangement where patriarchy and capitalism intertwine to limit women's autonomy and political action. Although the discourse of equality is present in institutional and democratic norms, reality reveals profound distortions. 18% of seats in the Chamber of Deputies are occupied by women (Sant'anna and Engler, 2025). In the Judiciary, the body that should ensure constitutional equity, the presence of women in senior positions is even scarcer and is often treated as the exception rather than the rule. This disparity is not neutral: it reflects the legacy of a long history of women's exclusion from public life. The capitalist system, since its inception, has relegated women to the private sphere, making them responsible for reproductive, emotional, and domestic labor, without pay or recognition. Given this scenario, this paper aims to critically reflect on the roots of this exclusion and argue that the fight for gender equality necessarily involves the transformation of social, political, and economic structures, addressing Silvia Federici's intersectionality. The research adopts a deductive and bibliographical method and is conducted in a theoretical-descriptive manner. It highlights the urgent need for mechanisms to overcome symbolic, economic, and partisan barriers in the various spheres of institutional power, including the Executive, Legislative, and Judicial branches. Therefore, it is concluded that expanding the presence of women in leadership positions is fundamental to the realization of women's rights and the democratization of institutional power.
