ABSTRACT (english) This document defines the governance underlayers of ECOSYSTEM VLG World. Governance underlayers are non-reusable normative foundations, essential to the coherence, traceability, legitimacy and ethical continuity of the ecosystem. They are neither open content, nor conceptual frameworks, nor transferable legal instruments, but reference architectures that structure the validity, governance and usage conditions of all documents, frameworks and projects. This document clarifies the nature, scope and status of governance underlayers in order to prevent any confusion between: open access to content, structural reuse, and protection of governance foundations. As a Governance Underlayer, this document is not reusable as an external framework and applies exclusively to publications governed by ECOSYSTEM VLG World, under Active Blue governance.
