Abstract

ABSTRACT (english) This document defines the governance underlayers of ECOSYSTEM VLG World. Governance underlayers are non-reusable normative foundations, essential to the coherence, traceability, legitimacy and ethical continuity of the ecosystem.They are neither open content, nor conceptual frameworks, nor transferable legal instruments, but reference architectures that structure the validity, governance and usage conditions of all documents, frameworks and projects. This document clarifies the nature, scope and status of governance underlayers in order to prevent any confusion between: open access to content, structural reuse, and protection of governance foundations. As a Governance Underlayer, this document is not reusable as an external framework and applies exclusively to publications governed by ECOSYSTEM VLG World, under Active Blue governance. --- RÉSUMÉ (français) Ce document définit les underlayers de gouvernance d’ECOSYSTEM VLG World. Les underlayers de gouvernance constituent des fondations normatives non réutilisables, nécessaires à la cohérence, à la traçabilité, à la légitimité et à la continuité éthique de l’écosystème.Ils ne sont ni des contenus ouverts, ni des cadres conceptuels, ni des instruments juridiques transférables, mais des architectures de référence qui structurent les conditions de validité, d’usage et de gouvernance de l’ensemble des documents, cadres et projets publiés. Ce document explicite la nature, le périmètre et le statut de ces underlayers afin de prévenir toute confusion entre : accès ouvert aux contenus, réutilisation structurante, et protection des fondations de gouvernance. En tant que Governance Underlayer, ce document n’est pas réutilisable comme cadre externe et s’applique exclusivement aux publications relevant d’ECOSYSTEM VLG World, sous gouvernance Active Blue.
