Abstract

Comprehensive technical roadmap for Syria's post-conflict digital infrastructure recovery, covering telecommunications networks, internet exchange points (IXP), open mapping initiatives, digital identity systems, e-payment infrastructure, cybersecurity frameworks, and technology ecosystem development. Provides actionable implementation plans across multiple domains including connectivity measurement, fiber optic deployment, government API integration, and open-source first policies. Prepared for submission to Syria's Ministry of Telecommunications and Technology.
