It would direct attention andresources toward institutional tinkering while structural transformation is required. It wouldprovide intellectual cover for inaction dressed as wisdom. It would waste the transitionwindow.We do not know if this assumption is true. No one does. The framework exists to test it, notto assert it.The honest position is: we are betting that adjustment can work, while building in failuredetection that will tell us if we are wrong, and kill-switches that prevent the framework frombeing used to paper over structural inadequacy.⊘ KILL-SWITCH: If pilot programs demonstrate that existing institutional structures cannotbe adjusted to absorb displacement at required scale—defined as absorption rates below50% of intake after 24 months of operation—the authors publicly withdraw this frameworkand call for structural alternatives. Continued citation of this framework after such withdrawalconstitutes misuse.
