Abstract

SUPREME‑1 v3.0 is a deterministic, mathematically grounded, cryptographically auditable governance architecture designed to ensure full lifecycle compliance of High‑Risk AI Systems (HRAIS) with the EU Artificial Intelligence Act (Reg. 2024/1689).The framework integrates three scientific pillars—Reality Drift Index (RDI), Adaptive Governance Protocol (AGP), and Deterministic Audit Chain (DAC)—to provide continuous monitoring, uncertainty‑aware decision governance, and tamper‑proof auditability across all Annex III domains.SUPREME‑1 v3.0 operationalizes Articles 6, 9–15, 27, 49, and 61 of the AI Act through mathematically provable stability guarantees, entropy‑based oversight triggers, quantum‑resistant cryptographic logging, and a regulator‑ready Annex IV technical dossier.Validated across healthcare, judicial, financial, transportation, and educational systems, SUPREME‑1 v3.0 demonstrates high accuracy, robustness, fairness, and drift resilience, offering a unified, domain‑agnostic governance layer for safe, transparent, and accountable AI deployment in Europe.
