Abstract

El discurso de odio en entornos digitales no es un fenómeno aislado ni espontáneo. Se activa en momentos concretos, se concentra en determinados temas y adopta diversas formas, desde el incivismo cotidiano hasta la amenaza directa. En los espacios informativos digitales, estas dinámicas adquieren una relevancia especial, ya que los medios de comunicación no solo informan, sino que también estructuran la conversación pública en torno a la actualidad. Frente a esta realidad, la respuesta no puede ser improvisada ni fragmentada. Este manual sintetiza y traduce en líneas de actuación claras y aplicables los principales hallazgos del estudio HatemediaReligion, (PC-24-0050), financiado por la Fundación Pluralismo y Convivencia y ejecutado desde la Universidad Internacional de La Rioja desde Hatemedia, con el objetivo de orientar a los medios de comunicación en la prevención, detección y gestión del discurso de odio en sus espacios digitales. El propósito es ofrecer criterios comprensibles y operativos que permitan intervenir de manera eficaz, proporcionada y coherente, evitando tanto la sobrerreacción como la inacción, y contribuyendo a una conversación pública más responsable y segura.

Hate speech in digital environments is neither an isolated nor a spontaneous phenomenon. It is activated at specific moments, focuses on particular issues, and takes various forms, from everyday incivility to direct threats. In digital news spaces, these dynamics acquire special relevance, since the media not only inform but also structure the public conversation around current events. Given this reality, the response cannot be improvised or fragmented. This manual synthesizes and translates into clear and applicable guidelines the main conclusions of the HatemediaReligion study (PC-24-0050), funded by the Pluralism and Coexistence Foundation and conducted by the International University of La Rioja through Hatemedia, with the aim of guiding the media in the prevention, detection, and management of hate speech in their digital spaces. The objective is to offer clear, operational criteria that enable effective, proportionate, and coherent intervention, avoiding both overreaction and inaction, and contributing to a more responsible and safe public discourse.
