
This study aims to assess toward the progress towards the UNAIDS 95-95-95 HIV targets in the Tshwane District, Gauteng, South Africa. These global objectives seek to ensure that 95% of individuals living with HIV are aware of their status, 95% of those diagnosed are receiving antiretroviral therapy, and 95% of those on treatment achieve viral suppression. Although South Africa has made significant advancements at the national level, certain populations in Tshwane, such as men, young people, sex workers, and men who have sex with men, face substantial barriers to accessing HIV services. These barriers include stigma, discrimination, and a healthcare system that is not always inclusive or accessible. The study will employ a cross-sectional, quantitative approach using both secondary and primary data. Secondary data will be extracted from national health reports and district-level HIV monitoring systems, using total sampling and a census approach to include all 23 Sub-District 1 facilities. Primary data will be collected through structured questionnaires administered to healthcare workers involved in HIV service delivery. Clinics will be purposively selected based on poor HIV performance indicators, and total population sampling will be used to include all eligible healthcare workers at those sites. Data will be analysed using descriptive statistics, chi-square tests, logistic regression, and comparative analysis against UNAIDS targets, using software such as Stata, SPSS, or R. All data will be Anonymize and presented in aggregate formats, adhering to ethical standards and safeguarding individual privacy. By underscoring disparities in HIV service delivery, the findings will seek to enhance planning and policymaking. Ultimately, this research will aid South Africa's continuous efforts to reach the 95-95-95 targets and eradicate HIV as a public health issue by 2030.
