Abstract

Résumé La prolifération des caisses populaires informelles dans l’espace de Beni–Butembo constitue un phénomène économique et social notable face aux difficultés d’accès aux services financiers formels. Cette étude a pour objectif d’identifier et d’analyser les principaux facteurs explicatifs de l’essor de ces structures financières non réglementées. À Beni-Butembo, les caisses populaires informelles se développent pour pallier les insuffisances du système financier formel, marquées par l’insécurité, l’éloignement géographique, les coûts élevés et l’exigence de garanties inaccessibles aux populations pauvres. Dans un contexte de faibles revenus et de faible intervention de l’État, elles répondent aux besoins essentiels et soutiennent les petites activités économiques grâce à des mécanismes fondés sur la confiance, la solidarité communautaire et la flexibilité, tout en permettant une mobilisation rapide des ressources et une mutualisation des risques face à l’instabilité. Reposant sur une approche qualitative, l’étude révèle que l’exclusion financière, la confiance communautaire, la souplesse des mécanismes d’épargne et de crédit. En sus, les réseaux sociaux informels expliquent l’essor des caisses populaires informelles, renforcé par l’insuffisance du cadre réglementaire et l’instabilité économique. Cette étude éclaire ainsi les dynamiques financières locales et propose des orientations pour améliorer l’inclusion financière tout en encadrant ces pratiques. Abstract The proliferation of informal credit unions in the Beni-Butembo region represents a significant economic and social phenomenon, exacerbated by difficulties in accessing formal financial services. This study aims to identify and analyze the main factors explaining the growth of these unregulated financial structures. In Beni-Butembo, informal credit unions are developing to compensate for the shortcomings of the formal financial system, characterized by insecurity, geographical isolation, high costs, and the requirement for guarantees inaccessible to the poor. In a context of low incomes and limited state intervention, they meet basic needs and support small economic activities through mechanisms based on trust, community solidarity, and flexibility, while also enabling the rapid mobilization of resources and the pooling of risks in the face of instability. Based on a qualitative approach, the study reveals that financial exclusion, community trust, and the flexibility of savings and credit mechanisms are key factors. Furthermore, informal social networks explain the rise of informal credit unions, a phenomenon exacerbated by inadequate regulations and economic instability. This study thus sheds light on local financial dynamics and proposes strategies to improve financial inclusion while providing a framework for these practices.
