Abstract

Ushbu maqolada fuqarolik jamiyati institutlarini davlat tomonidan qoʻllab-quvvatlash jarayonida moliyaviyboshqaruv samaradorligini oshirish masalalari yoritiladi. Unda budjet mablagʻlari va grantlar taqsimotida shaffoflik hamdahisobdorlikni kuchaytirish, natijaga yoʻnaltirilgan budjetlashtirish (indikatorlar asosida rejalashtirish va monitoring),subsidiya va ijtimoiy buyurtmalar mexanizmlarini takomillashtirish, xarajatlar tejamkorligini baholash (cost-effectiveness)hamda risklarni boshqarish yondashuvlari tahlil qilinadi. Shuningdek, raqamli nazorat va ochiq ma’lumotlar (e-portal,elektron hisobot) orqali moliyaviy intizomni mustahkamlash, audit va ichki nazorat tizimlarini uygʻunlashtirish, natijadorliknioʻlchashda output–outcome ko‘rsatkichlaridan foydalanish bo‘yicha amaliy takliflar ishlab chiqiladi
