A formal formulation of the concept of structural order of the vacuum is proposed as a dynamic foundation prior to observable physical time. A non-metric precedence relation is introduced that allows defining the coherent composition of quantum operators without presupposing a fundamental temporal parameter. Physical time emerges as an effective projection associated with macroscopic observables, irreversibility, and accessible information. The formalism is compatible with standard quantum mechanics and quantum field theory, reinterpreting the temporally ordered product as a particular case of a deeper structural order.
