LA GESTIÓN PÚBLICA COMO FACTOR DEL DESARROLLO INSTITUCIONAL EN AMÉRICA LATINA, 2025: UNA REVISIÓN SISTÉMICA

Abstract

Resumen Este artículo presenta una revisión sistemática sobre el papel de la gestión pública como factor clave en el desarrollo institucional en América Latina, con énfasis en el contexto peruano, a partir del análisis de 27 estudios publicados entre 2020 y 2025, se examinan los enfoques teóricos, modelos de gestión, factores determinantes de eficiencia administrativa y mecanismos de monitoreo aplicados en programas presupuestales, la evidencia revela que la articulación entre liderazgo ético, transformación digital, cultura organizacional y gestión por resultados incide directamente en la consolidación de instituciones públicas más eficientes, transparentes y orientadas al desempeño, se identifican avances significativos en países como México, Colombia, Brasil y Perú, pero también persistentes desafíos estructurales como la fragmentación institucional, el desfinanciamiento y la débil articulación intersectorial. El estudio concluye que una gestión pública adaptativa, territorialmente sensible y basada en evidencia es esencial para fortalecer el valor público y la resiliencia institucional en la región.

Abstract This article presents a systematic review of the role of public management as a key factor in institutional development in Latin America, with an emphasis on the Peruvian context. Based on an analysis of 27 studies published between 2020 and 2025, the article examines theoretical approaches, management models, determinants of administrative efficiency, and monitoring mechanisms applied in budget programs. The evidence reveals that the integration of ethical leadership, digital transformation, organizational culture, and results-based management directly impacts the consolidation of more efficient, transparent, and performance-oriented public institutions. Significant progress is identified in countries such as Mexico, Colombia, Brazil, and Peru, but persistent structural challenges remain, including institutional fragmentation, underfunding, and weak intersectoral coordination. The study concludes that adaptive, territorially sensitive, and evidence-based public management is essential to strengthening public value and institutional resilience in the region.
