Fundamentos geopolíticos del conflicto por la Guayana Esequiba

Abstract

De todas las controversias relacionadas con los lı́mites fronterizos de Venezuela, la reclamación histórica por el territorio de la Guayana Esequiba es la más longeva y compleja. Múltiples variables geopolı́ticas, históricas y geológicas hacen que la conformación de esta región sea notablemente intrincada en el espacio geográfico de América del Sur. Una serie de adversidades limitó la polı́tica exterior de Venezuela desde décadas antes de la negociación del disputado Laudo Arbitral de Parı́s de 1899, en tanto que el paı́s procuró reiteradamente concertar junto a Gran Bretaña una reconciliación en la disputa territorial que respetase los lı́mites geográficos establecidos por la Monarquı́a Hispánica con la Real Cédula de 1777. A resultas de la negociación del Acuerdo de Ginebra de 1966, Venezuela y la Guyana independiente han coexistido en un estado de permanente tensión geopolı́tica, alternado con una bilateralidad funcional, y esa tensión se ha visto agravada en los últimos años. La mayorı́a de los estudios que se han propuesto abordar este problema lo han hecho desde el enfoque historiográfico o jurı́dico, limitándose a una comparación del derecho de los tratados para explicar las causas del conflicto. El aporte de este trabajo reside en el enfoque teórico especı́fico de la geopolı́tica, entendiendo la teorı́a en el marco del Orden Mundial del siglo XXI y su proceso actual de transformación desde la unipolaridad hacia la multipolaridad. Abordando las causas geohistóricas de la conformación polı́tica de la Guayana Esequiba, este estudio ofrece nuevos medios para comprender el conflicto desde la perspectiva de Venezuela.
