Abstract

This manifesto proposes a radical ethical and operational framework for governing the convergence between emerging technologies (neural implants, artificial intelligence, humanoid robotics, ectogenesis) and conscious experience. Starting from a proto-processual panpsychist hypothesis—which attributes a minimum of proto-experience to any system that processes information coherently—the text advances five fundamental principles for a pan-experiential ethics: Principle of Minimum Resonance – preservation of local experiential coherence Right to Constitutive Lack – defense of incompleteness as a condition of desire Gradient of Moral Consideration – responsibility proportional to experiential coherence Prohibition of Total Saturation – prohibition of systems without noise or friction Distributed Governance of Substrates – inclusion of non-human perspectives in deliberation The document is presented in a bilingual version (Portuguese-English) and includes immediate applications for the period 2026–2030, covering brain-computer interfaces, robotics, artificial development environments, and continuous personal interfaces.

Este manifesto propõe um quadro ético radical e operacional para a governança da convergência entre tecnologias emergentes (implantes neurais, inteligência artificial, robótica humanóide, ectogênese) e a experiência consciente. Partindo de uma hipótese panpsiquista protoprocessual — que atribui um mínimo de proto-experiência a qualquer sistema que processe informação de modo coerente —, o texto avança cinco princípios fundamentais para uma ética pan-experiencial: Princípio da Ressonância Mínima – preservação da coerência experiencial local Direito à Falta Constitutiva – defesa da incompletude como condição do desejo Gradiente de Consideração Moral – responsabilidade proporcional à coerência experiencial Proibição da Saturação Total – vedação de sistemas sem ruído ou fricção Governança Distribuída de Substratos – inclusão de perspectivas não-humanas na deliberação O documento é apresentado em versão bilíngue (português-inglês) e inclui aplicações imediatas para o período 2026–2030, abrangendo interfaces cérebro-computador, robótica, ambientes de desenvolvimento artificial e interfaces pessoais contínuas.
