
This article is devoted to the study the process of formation and development of the Soviet housing and communal services (hereinafter referred to as HEC) in the cities of Donbass as an important sector of the state's social policy during the pre-war five-year plans (1928 - 1941). Based on well-known and little-known documents and materials, periodicals, and statistical compilations, the article explores the practical implementation of the idea of public utilities and the socialist city as a national task.
