La actuación del Estado en la planificación, gestión y vigilancia del espacio público en Colombia: tensiones históricas entre política urbana y garantía del derecho colectivo (2000–2025)

Abstract

Este trabajo analiza las características asumidas por la planificación urbana estatal en Colombia (2000–2025) y su relación respecto a la promoción o limitaciones para con la garantía del espacio público como derecho colectivo. Se emplea un análisis documental histórico-comparado (a partir de un enfoque histórico-social) y un estudio de caso urbanístico en los municipios de Lorica y Montería (Córdoba - Colombia). El marco teórico que articula a Lefebvre, Harvey, Soja, Sennett, Huchzermeyer, Borja y Jacobs, se examinan políticas urbanas, procesos territoriales y tensiones entre norma y práctica. Los resultados evidencian debilidades en la implementación de la Ley 388/1997, déficit estructural de espacio público, informalidad urbana persistente y fragilidad institucional. Para ello, se desarrolló un análisis histórico–crítico que aborda la relación entre Estado, territorio y urbanización, complementado con estudios de caso emblemáticos como Lorica y Montería). Los resultados evidencian que la forma urbana resultante no fue únicamente un producto técnico o funcional, sino la manifestación física de estructuras de poder político, económico y social que configuraron jerarquías espaciales aún reconocibles en las ciudades actuales. Se concluye que el derecho a la ciudad requiere fortalecer la gobernanza territorial, actualizar sistemas de información urbana e integrar enfoques de sostenibilidad.
