GOUVERNANCE POLYCENTRIQUE POUR DECLOISONNER LES UNIVERSITES GABONAISES

Abstract

Cet article interroge la gouvernance fracturée de l’enseignement supérieur gabonais, où coexistent des enclaves d'excellence isolées et des établissements marginalisés. À partir d'une étude qualitative (entretiens, documents, observation), nous décrivons les mécanismes institutionnels et financiers qui renforcent ce cloisonnement et proposons un modèle innovant de gouvernance polycentrique fondé sur quatre piliers : décentralisation fonctionnelle, réseau académique interconnecté, mécanisme équitable de péréquation financière et plateforme numérique de pilotage partagé. Les résultats révèlent que l’absence de gouvernance systémique entrave la synergie entre établissements et limite la performance globale du secteur. L’apport scientifique réside dans l’opérationnalisation d’un modèle de transformation adapté aux contextes africains, permettant de dépasser les logiques d’enclavement pour construire un écosystème universitaire intégré et performant. Ce modèle peut inspirer des réformes de gouvernance dans d’autres pays de la CEMAC confrontés à des défis similaires de fragmentation institutionnelle.
