Breve historia de las pensiones en el IMSS Veracruz y su problemática actual

Abstract

El sistema de pensiones en México dota de seguridad a los ciudadanos de la tercera y cuarta edad, cuya finalidad es obtener una vida digna en su etapa de retiro; sin embargo, las leyes y reformas han afectado al sistema de forma estructural. Las causas son: el incremento de la esperanza de vida de la población, la informalidad laboral y las reformas a las leyes de pensiones; además de no considerar en las reformas estructurales o coyunturales la problemática de la población con limitaciones en sus habilidades motrices o con algún tipo de discapacidad. Aunado a esto, se presenta la limitante participación de aportaciones de los trabajadores informales, arriesgando la situación actual de las pensiones. Es necesario crear alternativas con una visión de largo plazo, para subsanar las finanzas públicas, incrementar las aportaciones a las AFORE, mejorar las condiciones laborales de los trabajadores para vivir dignamente en la vejez.

The Mexican pension system provides security for senior citizens, whose goal is to achieve a decent life in retirement. However, laws and reforms have structurally affected the system. The causes are: the increase in life expectancy, informal employment, and reforms to pensions laws. In addition, structural or short term reforms fail to consider the problems of the population with limited motor skills or some type of disability. In addition, informal workers participation in contributions is limited, jeopardizing the current pension situation. It is necessary to create alternatives with a long term visión to improve public finances, increase contributions to the AFORE, and improve workers´ working conditions so they can live with dignity in old age.
