
Notice(This is a preprint / under review) 本稿は、学術誌への投稿を前提として現在査読中のプレプリントである。内容は最終的に修正・加筆される可能性がある点に留意されたい。 Abstract(for readers) 本稿は、国勢調査データを用いた義務教育未修了者分布の可視化実践を素材として、統計データの再利用が社会に与えうる影響をどのように評価しうるかを検討する評論である。日本における公的データ利用は、主として法令遵守や非識別性の確保といった適法性の観点から判断されてきたが、可視化された情報が地域社会でどのように理解され、受け止められるかという問題は制度外に委ねられてきた。本稿では、可視化の正当性を「法的正当性」と「社会的正当性」の二層構造として整理し、後者が公開学習会や対話的検討といった実践を通じて形成されている点に着目する。実証的因果関係の提示を目的とするのではなく、制度・倫理・実践の関係を批評的に整理することで、オープンデータ時代における可視化の位置づけを再考するための視座を提示する。
