Abstract

Abstract (EN) The current consensus on the future of Artificial Intelligence is dominated by a false dichotomy: either we accept the centralized monopoly of the "Islands of Light" (Cloud AI), or we face technological irrelevance. This paper, the final piece of the Cognitive Power Quartet, mathematically and physically demonstrates the opposite. We introduce the "Equation of Equilibrium {1=1}": the thermodynamic inflection point where Moore's Law applied to local hardware (distributed inference) equals the complexity curve of AI models (centralized training). The analysis argues that the centralizing forces of software are, in the long run, canceled out by the decentralizing forces of hardware, leading inevitably to an Ecosystem Bifurcation into two profitable and complementary markets: Enterprise Cloud AI and Sovereign Compute. Using rigorous scenario analysis and empirical validation based on 2024-2025 market data (including GPU pricing and open-weights adoption rates), the paper identifies Q2 2027 as the "Point of No Return." If hardware manufacturers deliver capable consumer equipment (64GB VRAM < €3,000), the digital monopoly dissolves. The paper offers a strategic roadmap for Europe and Eastern European nations to avoid "cognitive extraction" and to transform ethical standards (such as MEG) from bureaucratic burdens into national security assets by adopting distributed infrastructure. This paper represents the final, academic, and extended version of the concept initially released on December 3, 2025. Today's publication, December 10, marks International Human Rights Day and the birthday of Ada Lovelace. This date underscores the central thesis: Cognitive Sovereignty - the human right to own the infrastructure of thought - is the natural evolution of fundamental rights in the digital age. Rezumat (RO) Consensul actual privind viitorul Inteligenței Artificiale este dominat de o falsă dihotomie: fie acceptăm monopolul centralizat al "Insulelor de Lumină" (Cloud AI), fie rămânem irelevanți tehnologic. Această lucrare, piesa finală a Cvartetului Puterii Cognitive, demonstrează matematic și fizic contrariul. Introducem "Ecuația de Echilibru {1=1}": punctul de inflexiune termodinamică unde Legea lui Moore aplicată hardware-ului local (inferență distribuită) egalează curba de complexitate a modelelor AI (antrenament centralizat). Analiza argumentează că forțele centralizatoare ale software-ului sunt anulate pe termen lung de forțele descentralizatoare ale hardware-ului, ducând inevitabil la o Bifurcare a Ecosistemului în două piețe profitabile și complementare: AI Cloud Corporatist și AI Suveran (Sovereign Compute). Utilizând o analiză riguroasă a scenariilor și validare empirică bazată pe datele pieței din 2024-2025 (inclusiv prețurile GPU și ratele de adopție open-weights), lucrarea identifică Trimestrul II 2027 ca fiind "Punctul fără întoarcere". Dacă producătorii de hardware livrează echipamente de consum capabile (64GB VRAM < 3.000 €), monopolul digital se dizolvă. Lucrarea oferă o foaie de parcurs strategică pentru Europa și România pentru a evita "extracția cognitivă" și pentru a transforma standardele etice (precum MEG) din poveri birocratice în active de securitate națională, prin adoptarea infrastructurii distribuite. Această lucrare reprezintă versiunea finală, academică și extinsă a conceptului publicat inițial pe 3 decembrie 2025. Publicarea de astăzi, 10 Decembrie, marchează simbolic Ziua Internațională a Drepturilor Omului și ziua de naștere a Adei Lovelace (prima programatoare din istorie). Alegerea datei subliniază teza centrală a lucrării: Suveranitatea Cognitivă - dreptul omului de a deține infrastructura pe care gândește - este continuarea naturală a drepturilor fundamentale în era digitală.
