Abstract

Este white paper é resultado do workshop "Localizando o Global: Rumo à Avaliação Responsável da Pesquisa no Brasil", realizado em 15 de setembro de 2025 na Universidade de São Paulo, por iniciativa do Prof. Paulo Nussenzveig, Pró-Reitor de Pesquisa e Inovação. O evento foi coorganizado pela USP, Projeto Métricas e pela DORA, reunindo um grupo diversificado de palestrantes, líderes institucionais, pesquisadores e administradores de todo o Brasil. Dada a importância de formar a próxima geração de pesquisadores, parte do workshop conjunto foi especificamente direcionada ao público do II Congresso de Pós-Doutorandos da USP. Expressamos nosso sincero agradecimento a todos os participantes por suas valiosas contribuições, insights e compromisso com o avanço da avaliação responsável da pesquisa. O workshop foi organizado no contexto do lançamento do "Um guia prático para implementar uma avaliação responsável de pesquisa em Organizações de Pesquisa" da DORA em maio de 2025. O Guia (originalmente em Inglês e traduzido para o Português após o workshop) oferece estratégias orientadas para ação, recursos e exemplos para instituições que buscam desenvolver ou reformar práticas de avaliação de pesquisas. Ele apoia organizações em todas as etapas: desde aquelas que iniciam uma estratégia de avaliação responsável da pesquisa até aquelas que refinam sistemas existentes ou dão os primeiros passos rumo a uma avaliação mais inclusiva e holística. O Guia Prático faz parte do Projeto TARA e complementa outras ferramentas, incluindo Reformscape, Building Blocks for Impact e Debiasing Committee Composition. Juntos, esses recursos formam um conjunto abrangente projetado para apoiar organizações que realizam pesquisas em sua jornada rumo a uma avaliação significativa. O Projeto TARA conta com generoso apoio da Arcadia, uma fundação familiar dedicada à preservação do patrimônio cultural, restauração da natureza e promoção do acesso aberto ao conhecimento. Desde 2002, a Arcadia já concedeu mais de US$ 1,2 bilhão a organizações ao redor do mundo, e agradecemos profundamente seu apoio. Correspondência relacionada à peça é bem-vinda à info@sfdora.org. -- This white paper is the result of the workshop "Localizing the Global: Towards Responsible Research Assessment in Brazil" held on September 15, 2025, at the University of São Paulo, at the initiative of Professor Paulo Nussenzveig, Pro-Rector of Research and Innovation. The event was co-organized by USP, the Metrics Project, and DORA, bringing together a diverse group of speakers, institutional leaders, researchers, and administrators from across Brazil. Given the importance of training the next generation of researchers, part of the joint workshop was specifically directed to the audience of the II USP Postdoctoral Congress. We express our sincere gratitude to all participants for their valuable contributions, insights, and commitment to advancing responsible research evaluation. The workshop was organized in the context of the launch of DORA's "A Practical Guide to Implementing Responsible Research Assessment at Research Performing Organizations" in May 2025. The Guide (originally in English and translated into Portuguese after the workshop) offers action-oriented strategies, resources, and examples for institutions seeking to develop or reform research evaluation practices. It supports organizations at all stages: from those initiating a responsible research evaluation strategy to those refining existing systems or taking their first steps towards more inclusive and holistic evaluation. The Practical Guide has been created as part of Project TARA and, alongside Reformscape, the Building Blocks for Impact, and the Debiasing Committee Composition, forms a suite of tools designed to help organizations who are seeking to reform research assessment practices. Project TARA is supported by Arcadia, a family charitable foundation that helps people to record cultural heritage, to conserve and restore nature, and to promote open access to knowledge, whom we thank. Since 2002 Arcadia has awarded more than $1.2 billion to organizations around the world.
