
The European research infrastructure EIRENE fills a critical gap in environmental exposure assessment by integrating and centralising services that link environmental factors to human health. Work Package 2 (WP2) is dedicated to defining, sizing and governing these services. This deliverable focuses on Task T2.3: the design of a comprehensive access framework for the EIRENE Service Portal. Key elements of the framework include: Service catalogue organised into the WP1‑defined pillars (laboratory capacities, analytical services, cohorts, samples, data, models, IT tools). User‑entry points and a full lifecycle for access – from application, evaluation, and scoring, to funding, acknowledgement and IP‑rights handling. Procedural alignment with best‑practice models from other ESFRI and national facilities. Required documentation and IT tools (co‑developed with WP1) and the governance bodies that will oversee user access. The present document reports the baseline framework; it will be refined and operationalised during the upcoming implementation phase.
