Patient Interoperable Clinical Summary: Technical Guidelines and Data Set for the Municipalities of the Province of Córdoba

Abstract

This technical report establishes the framework for the Interoperable Patient Summary (RCIP), a strategic instrument designed to enhance clinical continuity and patient safety across the complex healthcare ecosystem of the Province of Córdoba, Argentina. Developed through a collaborative process between FIGSA and RECAINSA, this document provides a standardized minimum data set to enable seamless information exchange between municipal, provincial, and private health providers. The guidelines address the critical challenge of healthcare fragmentation—affecting over 427 municipalities and 700 local health centers—by defining a common semantic and technical language. Key components of the report include: Essential Data Set (CDE): A structured set of administrative and clinical data, including allergies, current medications, chronic conditions, and immunizations. International Standards Alignment: The framework is built upon global standards such as HL7 FHIR, the International Patient Summary (IPS) profile, SNOMED CT, ICD-10/11, and ATC. Interoperability Layers: Detailed guidelines for semantic, technical, and organizational interoperability to ensure data portability and secure transport. Implementation Roadmap: A phased strategic model (Preparation, Initial Implementation, Provincial Integration, and Scaling) tailored for local governments and HIS providers. Ethical & Legal Framework: Comprehensive analysis of data protection (Law 25.326) and patient rights (Law 26.529) within the Argentinian digital health context. This document serves as a foundational technical reference for health authorities, software developers, and clinical teams working towards the digital transformation of health systems in Latin America.
