Valoración ambiental en México y su integración en la toma de decisiones ambientales.

Abstract

La valoración del medio ambiente constituye un instrumento clave en la evaluación del impacto ambiental en México. Este estudio analiza la integración de los enfoques de valoración ambiental en la política ambiental mexicana. Se realizó un análisis documental de 20 expedientes con resolutivo emitido por la Secretaría de Medio Ambiente y Recursos Naturales en Veracruz durante 2015–2020. El análisis revela un predominio del enfoque de costos de mitigación, aplicado en 65 % de los casos. En cuanto a los instrumentos financieros, la fianza fue el mecanismo más común (35%); sin embargo, la trazabilidad metodológica resultó adecuada únicamente en 40 % de los expedientes, y la incertidumbre se incorporó explícitamente en apenas 10 %.
