Abstract

Este artículo contribuye al análisis sobre APEC desde la realización de un ejercicioprospectivo teniendo como horizonte temporal el año 2030. Este artículo se divide encuatro secciones. En la primera de ellas, se aborda el marco conceptual y metodológico enel que se sustenta el ejercicio prospectivo que se llevó a cabo, resaltando la importancia delEstado nación en la reconfiguración de los procesos internacionales. En una segundasección, se presenta una breve perspectiva histórica que permite analizar el conjunto derepresentaciones sobre APEC, así como la reforma institucional y sus principales desafíos.En la tercera parte se evalúan los factores externos y su relación con las posibles reformasinstitucionales al interior de APEC. Posteriormente, se analizan los actores claves y losactores emergentes, para posteriormente, describir tres posibles escenarios derivados delanálisis prospectivo con la intención de determinar si APEC se encamina hacia una reformaprofunda o, por el contrario, los posibles cambios serán poco profundos y trascendentes.Por último, concluimos con una reflexión sobre el hecho de que, aunque los Estados naciónes la unidad clave para la comprensión prospectiva que se presenta en este trabajo, al finallos Estados son constituidos por las acciones e interacciones de los individuos encomunidad; en consecuencia, el futuro de APEC será en última instancia consecuencia denuestras decisiones en nuestro presente.
