This policy brief examines five characteristics of wicked problems that must be addressed simultaneously, ranging from the need to engage diverse stakeholders to the challenge of navigating the absence of straightforward solutions. It provides recommendations to policymakers and interested parties in navigating wicked problems in the four thematic areas, through the Crisis Navigator.
