
This paper examines how smart city strategies supported by a Digital Twin (DT) can transform the planning and environmental management of the Historic Center of Salvador (Pelourinho), a UNESCO World Heritage. The study explores the potential of digital technologies—particularly Digital Twins—to simulate, monitor, and analyze urban and environmental conditions in real time. The proposed DT architecture for Pelourinho enables evidence-based decision-making and predictive scenario analysis The study suggests that a Digital Twin can serve as a strategic and replicable tool for sustainable urban management in historic districts, aligning technological innovation with cultural preservation and the Sustainable Development Goals, particularly SDG 11 and SDG 13.
