Abstract

What does the Digital Competence Reference Framework say about communication? This chapter aims to answer this question. It shows that the Framework claims a resolutely pragmatic and ethical perspective on communication. The use of the term “strategy” in its discourse, however, appears contradictory with this position. Furthermore, the perspective defended does not translate into any clear and realistic educational proposal for teachers. That said, the Framework offers a table illustrating a progression of learning in terms of “digital communication literacy”, useful for evaluating the effects of media education.
