Abstract

cette étude porte sur la contribution du Système d’Information Géographique (SIG) dans le processus électoral, en prenant le cas de la Commission Électorale Nationale Indépendante (CENI) de la République Démocratique du Congo (RDC). Ce pays caractérisé par une grande superficie, des infrastructures délabrées et une diversité géographique marquée, le recours aux outils SIG s’avère essentiel pour garantir l’efficacité, la transparence et la fiabilité des opérations électorales. L’étude met en lumière les apports du SIG à différentes étapes du processus électoral, notamment : - la cartographie électorale (délimitation des entités et localisation des centres d’inscription ou de sites de vote) ; - l’inscription des électeurs (répartition équitable des centres d’inscription) ; - le déploiement du matériel électoral (planification logistique) ; - ainsi que l’analyse et la gestion des données électorales. Les résultats montrent que l’intégration du SIG permet une meilleure couverture du territoire national, une anticipation des défis logistiques, et un appui stratégique à la prise de décision.
