Abstract

Annotatsiya: Mazkur maqolada elektron hukumat tizimlarida sun’iy intellekt, blokcheyn, katta ma’lumotlar, IoT, chatbotlar va proaktiv xizmatlar kabi texnologiyalar qo‘llanilishining huquqiy va amaliy jihatlari chuqur tahlil qilinadi. Estoniya, Singapur, BAA va Saudiya Arabistoni misolida davlat boshqaruvida AI transformatsiyasining samaradorlik ko‘rsatkichlari o‘rganiladi. O‘zbekistonning 2025-yil holatidagi elektron hukumat infratuzilmasi va “Raqamli O‘zbekiston–2030” strategiyasi kontekstida mavjud muammolar, huquqiy bo‘shliqlar va rivojlanish imkoniyatlari asoslab beriladi. Аннотация: В данной статье глубоко анализируются правовые и практические аспекты применения в системах электронного правительства таких технологий, как искусственный интеллект, блокчейн, большие данные, Интернет вещей (IoT), чат-боты и проактивные услуги. На примерах Эстонии, Сингапура, ОАЭ и Саудовской Аравии изучаются показатели эффективности трансформации государственного управления с использованием ИИ. В контексте инфраструктуры электронного правительства Узбекистана по состоянию на 2025 год и стратегии «Цифровой Узбекистан–2030» обосновываются существующие проблемы, правовые пробелы и возможности развития. Abstract: This article provides an in-depth analysis of the legal and practical aspects of implementing technologies such as artificial intelligence, blockchain, big data, Internet of Things (IoT), chatbots, and proactive services in e-government systems. Drawing on examples from Estonia, Singapore, the UAE, and Saudi Arabia, it examines efficiency indicators of AI-driven transformations in public administration. In the context of Uzbekistan's e-government infrastructure as of 2025 and the "Digital Uzbekistan–2030" strategy, the paper substantiates existing challenges, legal gaps, and development opportunities.
