Práticas e Políticas de Acessibilidade na RTP - Rádio e Televisão de Portugal

Abstract

This study examines RTP’s accessibility practices and policies through a qualitative and exploratory approach. The sample includes programming from RTP1, RTP2, RTP3, RTP Madeira, and RTP Açores observed during February 2025, as well as semi-structured interviews with four professionals responsible for accessibility-related areas. The study also incorporates user perspectives through a focus group and individual interviews with blind and deaf participants. The results reveal an uneven accessibility system, largely centred on teletext subtitling, with limited availability of audio description and Portuguese Sign Language, mostly restricted to specific genres and channels.

Este estudo analisa as práticas e políticas de acessibilidade na RTP a partir de uma abordagem qualitativa e exploratória. A amostra inclui a programação da RTP1, RTP2, RTP3, RTP Madeira e RTP Açores, observada durante fevereiro de 2025, bem como entrevistas semiestruturadas a quatro profissionais com responsabilidades na área da acessibilidade. O estudo integra ainda a perspetiva de utilizadores, através de um grupo de foco e entrevistas individuais com pessoas Cegas e Surdas. Os resultados evidenciam um sistema desigual, centrado na legendagem em teletexto, com baixa oferta de audiodescrição e Língua Gestual Portuguesa, concentrada em poucos géneros e canais.
