Abstract

This deliverable, D1.4 | SOTERIA frameworks for safer urban environments, presents thearchitectural framework of the SOTERIA project, which aims to enhance urban safety forVulnerable Road Users (VRUs) and micro-mobility users through integrated, data-driven, andinteroperable solutions. The report outlines a comprehensive framework that supports thedevelopment, deployment, and certification of safety services in complex urban environments.The SOTERIA integrated framework is composed of 16 components encompassing: datamanagement and representations, accident modelling and prediction, sensor kits, demandforecasting, safe and clean routing, behavioural tools and user information services andvisualisation tools. These components collectively enable real-time data collection, risk analysis,predictive modelling, and user-centric safety interventions.Key innovations include:▪ a modular architecture enabling flexible integration of safety services;▪ advanced artificial intelligence (AI) and machine learning techniques for accidentprediction and explainability;▪ sensor kits and real-time road safety analysis tools;▪ user-centric and behavioural safety services; and▪ customisable safety applications for mobile devices and the web.Furthermore, the deliverable introduces a Safe City Certification development methodology,which proposes a multidimensional assessment system based on multiple dimensions of urbanroad safety: physical, digital, social, and systemic. This system integrates both objective indicators(e.g. accident data, infrastructure quality) and subjective perceptions (e.g. feelings of safety) toevaluate and certify urban areas. The certification model is designed to be scalable, transferable,and adaptable to diverse urban contexts, offering a structured pathway for continuous safetyimprovement.The proposed framework has been utilised for the technical implementations in Work Packages(WPs) 2 and 3. The framework is designed to be piloted in the SOTERIA Living Labs(LLs). It providesa strategic vision for integrating safety into transportation services, aligning with broaderEuropean goals for safe and sustainable urban environments.
