Priorización de Proyectos de Transformación Digital en el GAD Latacunga: Un Modelo Híbrido AHP-TOPSIS Basado en Inteligencia Colectiva

Abstract

La transformación digital (TD) en los gobiernos locales (GAD) es un desafío gerencial complejo, no solo por barreras técnicas o financieras, sino por las conflictivas demandas ciudadanas. Este estudio propone un modelo de decisión multicriterio (MCDA) para priorizar proyectos de TD en el GAD Municipal de Latacunga. El modelo se fundamenta en los hallazgos de un sondeo de inteligencia colectiva (N=64) realizado en la plataforma Pol.is, el cual reveló una polarización ciudadana en dos grupos: "Pragmáticos de la Eficiencia" (65%) y "Guardianes de la Confianza" (35%). Para resolver esta tensión, se aplica un método híbrido. Primero, el Proceso Analítico Jerárquico (AHP) se utiliza para ponderar cuatro criterios (Impacto en Eficiencia, Impacto en Confianza, Costo de Implementación e Inclusión Social), resultando en que la Confianza (45.6%) y el Costo (29.3%) son los factores decisivos. Segundo, la técnica TOPSIS se usa para clasificar tres alternativas de proyecto: "Plataforma Burocracia Cero", "Portal de Transparencia y Ciberseguridad" y "Plan de Inclusión Digital". Los resultados identifican al "Portal de Transparencia y Ciberseguridad" (Ci = 0.814) como el proyecto de máxima prioridad. El estudio concluye que las administraciones públicas deben priorizar la construcción de confianza digital (atendiendo al Grupo B) como un habilitador crítico antes de desplegar soluciones de eficiencia transaccional (demandadas por el Grupo A).
