Abstract

In den Jahren 2022 bis 2025 hat sich das energiepolitische und gesellschaftliche Umfeld im Hinblick auf die Wärmeversorgung von Gebäuden in Deutschland maßgeblich verändert. Wesentliche Treiber der Entwicklungen waren der russische Angriffskrieg auf die Ukraine, damit verbundene Energiepreissteigerungen, Novellierungen des Gebäudeenergiegesetzes (GEG) und der Bundesförderung für effiziente Gebäude (BEG) sowie die damit verknüpften öffentlichen Debatten. Hinzu kamen die Beschlüsse zur Kommunalen Wärmeplanung und ein vorgezogener Regierungswechsel. Da die Entwicklungen im Projekt WAERMER in engem Zusammenhang mit den energiepolitischen Veränderungen stehen und in den jeweiligen Ergebnisdokumentationen entsprechend eingeordnet werden sollen, werden diese Treiber und deren Wirkungen im Folgenden skizziert. Es soll weiterhin helfen, die wesentlichen Entwicklungen und Zusammenhänge im Wärmesektor der vergangenen Jahre zu erfassen.
