Dataset on Ukrainian oligarchs 2000-2025

Abstract

The dataset gives an overview of major characteristics of Ukrainian oligarchs for the period from 2000 to 2025. It covers oligarchs according to a narrow definition, which centers on business as core activity with a wealth of at least 0.2 bn USD plus political activity at the national level. It offers short information on business interests (including media ownership) and estimated wealth, formal positions held in national politics as well as leaked offshore links, public prosecution, legal sentences and sanctions. Details are provided in the file "documentation of data collection". New in this version: All information has been fully updated to mid-2025, with several new oligarchs added. Information on leaked offshore links plus public prosecution, legal sentences and sanctions has been added (columns 9 and 10), while information on major foreign direct investments (column 8) has been deleted due to missing information.
