
We propose that the astrophysical phenomena commonly attributed to dark matter arise from the combined effects of (i) geometric projection of slowly varying velocity fields and (ii) the dynamical equilibrium of a stationary Universe with continuous matter and radiation recycling. This unified framework integrates the results from Articles I and II, showing that the inferred dark matter density can be expressed as an effective quantity: ρeff(r) = ρgeom(r) + ρstat(r).
