Attractivité territoriale en Côte d'Ivoire : une analyse Multidimensionnelle de la performance des districts

Abstract

Résumé L’attractivité territoriale constitue un enjeu stratégique pour les pouvoirs publics, traduisant la compétitivité et la performance des régions. En Côte d’Ivoire, depuis la fin de la crise politique de 2011, les investissements étrangers ont augmenté, notamment dans les infrastructures, l’industrie et les services. Cependant, de fortes disparités subsistent entre districts, en raison de facteurs économiques, sociaux, politiques et environnementaux. Les politiques de décentralisation n’ont pas suffi à réduire la domination du Grand Abidjan, principal pôle d’attractivité. Les résultats de la décomposition de Shapley confirment que les dimensions économique et environnementale sont les plus déterminantes, tandis que la dimension politique reste marginale. Ces constats plaident pour un renforcement des politiques économiques et environnementales afin de promouvoir un développement territorial équilibré et durable. Abstract Territorial attractiveness represents a strategic issue for public authorities, reflecting the competitiveness and performance of regions. In Côte d’Ivoire, since the end of the 2011 political crisis, foreign investments have increased, particularly in infrastructure, industry, and services. However, significant disparities persist among districts due to economic, social, political, and environmental factors. Decentralization policies have not been sufficient to reduce the dominance of Greater Abidjan, which remains the main center of national attractiveness. The results of the Shapley decomposition confirm that the economic and environmental dimensions are the most influential, while the political dimension remains marginal. These findings call for stronger economic and environmental policies to promote balanced and sustainable territorial development.
