Bouwstenen voor coöperatief wonen – Rechtseconomische en fiscale fundamenten

Abstract

Dit rapport biedt bouwstenen voor een ondersteunend beleidskader voor wooncoöperaties als derde bouwstroom binnen het Vlaamse woonbeleid. Wooncoöperaties combineren gedeeld eigenaarschap met democratisch beheer en kunnen bijdragen aan betaalbaar, duurzaam en inclusief wonen. Hoewel wooncoöperaties uiteenlopende verschijningsvormen kennen, delen zij een gemeenschappelijke stam: zij zijn gezamenlijk eigendom van en democratisch bestuurd door hun leden-bewoners. Toch botsen zij in de Belgische context op aanzienlijke juridische en fiscale onzekerheden, beperkte toegang tot financiering en een versnipperde institutionele ondersteuning. Het rapport onderzoekt hoe regelgeving, fiscaliteit, subsidiëring en toegang tot financiering beter kunnen aansluiten bij de specifieke kenmerken van coöperatief wonen. De analyse steunt op rechtseconomisch en fiscaal onderzoek, beleidsteksten, internationale literatuur en interviews met betrokken actoren. De aanbevelingen zijn geformuleerd voor drie beleidsniveaus: federaal, Vlaams en lokaal.
