Priorización de Soluciones Tecnológicas para la Transformación Digital del SERCOP mediante AHP–TOPSIS

Abstract

La modernización digital de la contratación pública constituye un eje estratégico para fortalecer la transparencia, la eficiencia administrativa y la participación ciudadana en el sector público. En Ecuador, el Servicio Nacional de Contratación Pública (SERCOP) enfrenta el desafío de seleccionar, entre múltiples alternativas tecnológicas, la opción más adecuada para robustecer su plataforma digital y mejorar la gobernanza de los datos. Este estudio propone un modelo de evaluación multicriterio basado en la integración de los métodos Analytic Hierarchy Process (AHP) y Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), con el fin de jerarquizar criterios estratégicos —accesibilidad, seguridad de los datos, eficiencia en la gestión de la información, transparencia y rendición de cuentas, nivel de innovación tecnológica y sostenibilidad— y priorizar alternativas de innovación digital. Participaron 12 expertos en gestión pública e innovación tecnológica, cuyas valoraciones permitieron establecer que la transparencia es el criterio de mayor relevancia (40 %), seguido de la innovación tecnológica (22,4 %) y la eficiencia (15,6 %). Al aplicar los pesos del AHP al modelo TOPSIS, la “Plataforma Blockchain para Contrataciones Públicas” obtuvo el mayor índice de cercanía respecto a la solución ideal, posicionándose como la alternativa prioritaria para el SERCOP. Los resultados evidencian la pertinencia del enfoque AHP– TOPSIS en procesos complejos de toma de decisiones públicas y resaltan la necesidad de fortalecer la gobernanza de datos, la inclusión digital y la sostenibilidad institucional.
