Specialization Course in Health Informatics and Digital Health: Competencies in Interoperability, Artificial Intelligence, and Digital Citizenship for Digital Health Transformation

Abstract

The Specialization Course in Health Informatics and Digital Health aims to prepare professionals to strategically lead digital transformation in health by developing advanced competencies in interoperability, artificial intelligence, data governance, and digital citizenship. Organized in a modular structure, the course integrates the historical, conceptual, and technical foundations of Health Informatics and Digital Health, aligning with international frameworks from the WHO, UNESCO, IMIA, and HIMSS, as well as national policies for digital health in Brazil. The Common Core covers essential areas, including interoperability using international standards (HL7 FHIR, SNOMED CT, LOINC), algorithmic ethics, explainable AI, information security, digital resilience, and digital rights. Elective modules allow deeper engagement with emerging domains, including telehealth, immersive technologies, precision medicine, LGPD-based data protection, data science, digital health technology assessment, and international collaboration. The pedagogical approach combines active learning, case studies, simulations, dashboards, generative AI tools, and the development of minimum viable products. The Final Course Project promotes practical application through flexible formats, including scientific articles, prototypes, institutional action plans, and analytical reports. By consolidating technical, ethical, cognitive, and sociotechnical competencies, this course equips diverse professionals to lead innovation, support data-driven decision-making, promote digital equity, and strengthen intelligent, secure, inclusive, and user-centered health systems.
