Construcción de una comunidad independiente de ciencia abierta en el Perú: desafíos y aprendizajes desde una perspectiva colaborativa y descentralizada

Abstract

(Español) Open Science Community Peru surge como una iniciativa independiente orientada a promover un ecosistema colaborativo e inclusivo en torno a la ciencia abierta, priorizando la transparencia, el intercambio de conocimientos y la innovación en la investigación científica. Inspirada en principios de independencia y flexibilidad organizativa, la comunidad busca adaptarse a las condiciones cambiantes del entorno científico y sociopolítico nacional. Este trabajo describe el proceso de gestación y consolidación de la comunidad como un espacio de conexión entre entidades gubernamentales, instituciones académicas y la sociedad civil, con el propósito de impulsar políticas participativas de ciencia abierta. Se presentan experiencias iniciales, buenas prácticas emergentes y barreras identificadas en la articulación entre diversos actores, especialmente en contextos de alta fragmentación institucional y limitada infraestructura de datos abiertos. Asimismo, se expone un plan de acción orientado a la sostenibilidad y el crecimiento de la comunidad, que contempla estrategias para la formación ciudadana en ciencia abierta, el fortalecimiento de capacidades institucionales y la incidencia en políticas públicas. Esta experiencia se plantea como un modelo adaptable a otros contextos latinoamericanos interesados en construir comunidades científicas inclusivas desde la base y con un enfoque crítico. (English) Open Science Community Peru emerges as an independent initiative aimed at promoting a collaborative and inclusive ecosystem around open science, prioritizing transparency, knowledge sharing, and innovation in scientific research. Inspired by principles of independence and organizational flexibility, the community seeks to adapt to the changing conditions of the national scientific and sociopolitical landscape. This paper describes the process of creation and consolidation of the community as a space for connection among government entities, academic institutions, and civil society, with the goal of fostering participatory open science policies. It presents initial experiences, emerging good practices, and identified barriers in the articulation among diverse stakeholders, particularly in contexts characterized by high institutional fragmentation and limited open data infrastructure. Furthermore, it outlines an action plan aimed at the sustainability and growth of the community, which includes strategies for citizen training in open science, strengthening institutional capacities, and influencing public policy. This experience is proposed as an adaptable model for other Latin American contexts interested in building inclusive scientific communities from the ground up and with a critical approach. (Português) A Open Science Community Peru surge como uma iniciativa independente voltada para promover um ecossistema colaborativo e inclusivo em torno da ciência aberta, priorizando a transparência, o compartilhamento do conhecimento e a inovação na pesquisa científica. Inspirada em princípios de independência e flexibilidade organizacional, a comunidade busca adaptar-se às condições mutáveis do cenário científico e sociopolítico nacional. Este trabalho descreve o processo de criação e consolidação da comunidade como um espaço de conexão entre entidades governamentais, instituições acadêmicas e a sociedade civil, com o objetivo de impulsionar políticas participativas de ciência aberta. São apresentadas experiências iniciais, boas práticas emergentes e barreiras identificadas na articulação entre diversos atores, especialmente em contextos marcados por alta fragmentação institucional e infraestrutura limitada de dados abertos. Além disso, apresenta-se um plano de ação voltado para a sustentabilidade e o crescimento da comunidade, que contempla estratégias para a formação cidadã em ciência aberta, o fortalecimento das capacidades institucionais e a incidência em políticas públicas. Essa experiência é proposta como um modelo adaptável a outros contextos latino-americanos interessados em construir comunidades científicas inclusivas desde a base e com uma abordagem crítica.
