Umsetzung eines vollständigen Klimageldes

Abstract

Durch einen grundlegenden Paradigmenwechsel in der Klimapolitik weg von Förderungen/Auflagen als Leitinstrumente hin zu Whatever-it-takes-CO2-Preisen (harten Caps) böte sich die Chance, dass wir unsere CO2-Ziele kosteneffizient und mit innovativen / individuell passenden Lösungen (zeitlich, technologisch und beim Lebensstil) sicher einhalten. Solche CO2-Preise sind allerdings politisch nur mit einem vollständigen Klimageld denkbar. Hier werden Vorschläge unterbreitet, wie die gesamten Einnahmen aus der Bepreisung von CO2 als Klimageld ausgeschüttet werden können. Dazu bedarf es einer Neuausrichtung beim Klima- und Transformationsfonds (KTF). Außerdem werden Vorschläge zur Ausgestaltung des Klimageldes unterbreitet, die darauf abzielen, dieses so sichtbar und die Umsetzung so einfach wie möglich zu machen. Das Papier enthält auch die neuesten Zahlen zum KTF aufgrund des 2. Entwurfs zum Bundeshaushalt 2025 und zum Entwurf Bundeshaushalt 2026.
