
This Space4All report analyzes the intersection of urban flooding and livability in Accra and Tema, Ghana, offering rare spatial evidence at the city scale. Results show that around one-third of flooded zones in both cities are built-up, with deprived communities disproportionately affected (59% in Accra and 26% in Tema). Areas of low livability often coincide with flood hotspots, revealing how poor infrastructure, exposure, and limited services compound vulnerability. Using a participatory, citizen science–based approach, residents and city actors collaboratively mapped risks and living conditions, confirming that existing models often underestimate flooding in deprived neighborhoods. With the citizens at the heart, the Space4All approach advocates for more livable and safer cities for all.
