CEPTA establishes the Office for Cognitive Integrity (OCI), tasked with auditing, enforcement, and oversight of campaigns, platforms, and AI systems involved in public communications. The Act balances transparency, accountability, and free-speech protections through tiered mens rea standards, AES-based pre-distribution audits, and safe harbors for good-faith compliance.
