Défis de l'implémentation du contrôle permanent face à la digitalisation des services bancaires en RDC

Abstract

La digitalisation des services bancaires transforme en profondeur le secteur financier africain, en améliorant l’inclusion financière et l’efficacité opérationnelle, mais elle expose également les institutions à des risques nouveaux, notamment opérationnels, cybernétiques et réglementaires. En République Démocratique du Congo, la faible bancarisation, des infrastructures limitées et une culture du contrôle interne encore fragile compliquent la mise en œuvre du contrôle permanent. Cet article, fondé sur une analyse documentaire, examine les principaux défis rencontrés par les banques congolaises face à la digitalisation, identifie les opportunités offertes par les technologies numériques et propose des recommandations pratiques pour renforcer le contrôle permanent et la gouvernance interne. Les résultats mettent en évidence la nécessité d’une approche intégrée combinant régulation, formation du personnel et adoption d’outils technologiques avancés afin de sécuriser les opérations bancaires et soutenir la stabilité du système financier.
