Abstract

Articolul examinează interdependența dintre securitatea națională și procesul de democratizare în Republica Moldova, punând accent pe cadrul juridic și instituțional care guvernează domeniul securității într-un stat aflat într-o tranziție democratică prelungită. Într-un context marcat de instabilitate internă, influențe geopolitice externe și multiple riscuri hibride, vom argumenta că democratizarea nu este un proces paralel cu consolidarea securității, ci o condiție esențială pentru aceasta.Lucrarea oferă o analiză a cadrului normativ relevant și a principalelor instituții implicate în arhitectura securității, evidențiind rolul constituțional al Parlamentului, al Președinției, al Guvernului și al serviciilor specializate (SIS, MAI, MApN). Se constată că, în ciuda unei structuri instituționale aparent funcționale, eficiența sistemului este afectată de fragmentare, politizare și lipsa de transparență.De asemenea, sunt identificate principalele provocări contemporane: conflictul transnistrean nerezolvat, influențele destabilizatoare exercitate de Federația Rusă, campaniile de dezinformare, slăbiciunile structurale ale statului de drept și instabilitatea politică. Aceste elemente demonstrează vulnerabilitatea profundă a securității naționale într-un regim democratic insuficient consolidat.Ca urmare, democratizarea contribuie la întărirea securității prin promovarea statului de drept, a controlului civil asupra sectorului de securitate, a participării cetățenești și a responsabilizării instituțiilor. Integrarea europeană este abordată ca vector strategic de modernizare și ancorare în sisteme normative stabile.Prin urmare, studiul oferă o perspectivă integrată asupra modului în care securitatea și democratizarea se pot susține reciproc într-un stat vulnerabil, dar orientat strategic către spațiul european.

The article examines the interdependence between national security and the democratization process in the Republic of Moldova, with a focus on the legal and institutional framework governing the security sector in a state undergoing a prolonged democratic transition. In a context marked by internal instability, external geopolitical influences, and multiple hybrid risks, we argue that democratization is not a parallel process to security consolidation, but rather an essential condition for it.The paper provides an analysis of the relevant normative framework and the main institutions involved in the security architecture, highlighting the constitutional role of Parliament, the Presidency, the Government, and the specialized services (SIS, MAI, MApN). It is noted that, despite an apparently functional institutional structure, the efficiency of the system is affected by fragmentation, politicization, and lack of transparency. The study also identifies the main contemporary challenges: the unresolved Transnistrian conflict, destabilizing influences exerted by the Russian Federation, disinformation campaigns, structural weaknesses of the rule of law, and political instability. These elements demonstrate the deep vulnerability of national security in an insufficiently consolidated democratic regime.As a result, democratization contributes to strengthening security by promoting the rule of law, civil control over the security sector, citizen participation, and institutional accountability. European integration is approached as a strategic vector for modernization and anchoring in stable normative systems.Therefore, the study provides an integrated perspective on how security and democratization can mutually reinforce each other in a vulnerable state, yet strategically oriented toward the European space.
