These files are the observation logs for the SDSS-III/APOGEE survey. The provide information on when different locations on the sky were observed and for how long. They are to be used with the code at https://github.com/jobovy/apogee for determining the APOGEE selection function (the fraction of potential targets observed as in different parts of the sky).
