Recent work has attracted wide attention for proposing that space emerges from time or that time itself has higher-dimensional structure, but these formulations remain conceptual heuristics without stabilizing mechanisms or falsifiable protocols. Extending prior multi-time formulations through the SCE/EEL (Simultaneous Compression–Eversion / Expansion–Eversion Loop) and projection-fan mechanisms [1, 2], we propose a unified architecture in which space, time, matter, and consciousness arise from a deeper substrate interpretable as cosmic intelligence. This framework, termed the Pendulum Universe Theory (PUT), extends naturally toward ∞T dynamics and eversion cosmology. Our mechanism also allows for the possibility of phase transitions in which the effective number of temporal dimensions depends on boundary conditions or on the act of observation itself, producing finite-T regimes (e.g., 3T) as effective, context-dependent projections of an underlying ∞T substrate. Pendulum Universe Theory integrates insights from participatory realism (Wheeler’s It from Bit [3]), panpsychism and cosmopsychism [4], and information philosophy [5], while avoiding pitfalls of vague idealism or externalist simulation hypotheses. By situating the proposals of Kletetschka [6, 7] and Proficz [8] within a broader shared-substrate architecture, it provides continuity with recent interest in time-first cosmologies while advancing toward a lawlike framework in which physical and experiential domains are inseparable. In contrast to conventional multiverse scenarios, Pendulum Universe Theory describes a structured multi-time lattice, an interwoven architecture akin to braided strands, grounded in mechanism and ontology. We suggest that the next phase of fundamental physics should explicitly include consciousness as part of its ontology rather than as an epiphenomenon.
